Role of TNRERA
Before the RERA
Before the Real Estate Regulatory Authority (RERA) was implemented in 2017 under the Real Estate (Regulation and Development) Act, 2016, the real estate sector in Tamil Nadu & Andaman operated with minimal regulation and oversight. This led to widespread issues affecting both homebuyers and developers.
Prior to TN RERA:
No Mandatory Project Registration
- Builders could launch, advertise, or sell real estate projects without any formal approval or registration.
- There was no public database of ongoing or completed projects.
- Buyers had no way to verify if the project had legal approvals, clear land titles, or promised features.
Lack of Consumer Protection
- No dedicated authority to handle complaints or disputes.
- Buyers had to go through civil courts, which were time-consuming and expensive.
- There was no mechanism to hold developers accountable for contract violations.
After TN RERA came into effect in 2017, the industry saw a major shift—mandatory registration, clear legal rights for buyers, online access to project details, and faster dispute resolution brought transparency, accountability, and trust to the real estate market.
What is TNRERA?
TNRERA stands for Tamil Nadu Real Estate Regulatory Authority, established under the Real Estate (Regulation and Development) Act, 2016 (RERA). Its core responsibilities include:
- Regulating and promoting the real estate sector.
- Ensuring project registration and transparency.
- Protecting the interests of homebuyers.
- Adjudicating disputes between buyers and promoters.
Developers must register their projects with TNRERA before marketing or selling them to ensure legal compliance and accountability.
DTCP approval is required before starting construction and is generally obtained first. RERA registration, however, must be completed after receiving DTCP approval but before the sales process can begin.
The Role of the DTCP Single Window Portal
The DTCP Single Window Portal is an integrated online platform launched by the Tamil Nadu government to consolidate multiple approval processes, including:
- TNRERA registration
- DTCP layout and building approvals
- Other NOCs (Fire, Environmental, etc.)
Benefits:
- Faster turnaround: Reduces delays by allowing simultaneous application processing.
- Transparency: Applicants can track the status of approvals in real-time.
- Convenience: Eliminates the need for physical visits to various departments.
- Accountability: Ensures compliance with legal timelines and standards.
Conclusion
The Single Window Portal combining TNRERA and DTCP services represents a major digital leap in Tamil Nadu’s real estate sector. It fosters ease of doing business, reduces red tape, and boosts investor confidence—ultimately contributing to more sustainable and structured urban development.
